TASER/Axon's publicity stunt is at best unethical and at worst illegal. Its offer should come under a simple headline: READ THE FINE PRINT. These so-called 'free cameras' come with significant internal implementation costs for law enforcement agencies that will be left with unusable raw data at the end of a year-long trial period, essentially forcing them to commit to TASER's overpriced services or face exorbitant switching costs. Ultimately, this is a transparent attempt to end-run cities' public policy rules and processes designed to ensure fairness for the tax-paying residents who fund these initiatives.

The reality is that TASER has already tried this desperate tactic in New York City and Phoenix. In New York it is illegal. In Phoenix, TASER was threatened with debarment. TASER's attempt to turn this bad idea into a national offer only underscores its anti-competitive strategy and willingness to flout public rules in an effort to squelch competition. The fact remains that TASER continues to lose in competitive situations due to the unnecessarily high cost and lack of differentiation of its products and services.
