    News From Space: China Telecom ZTE on Sale

    Another lesson in the intricacies of Chinese stock ownership: shares of  ZTE Corp (0763.HK and 000063.SZ), a Chinese telecom equipment and networking company, rose after the Ministry of Aerospace said -- indirectly -- that it would sell a stake in ZTE's parent company. Shares of ZTE, which has a market capitalization of $18.8 billion in U.S. dollars, rose 4% Monday and are up 126% this year. Analyst Edison Lee at Jefferies writes that the seller declared itself a state-owned enterprise, which means it has to be the Ministry of Aerospace or MoA.

    U.S. Commerce Dept chief seeks bigger budget for trade enforcement

    U.S. Commerce Secretary Wilbur Ross said on Thursday that a $5.5 million increase requested for the agency's enforcement budget this year will have a "real impact" in cracking down on unfair trade practices and export security violations. Ross told a House Appropriations subcommittee that an additional $4.5 million requested by the Trump Administration for the International Trade Administration's enforcement and compliance section will fund 29 new positions whose primary focus will be the self-initiation of antidumping and antisubsidy investigations. Ross has pledged to have the Commerce Department take the lead in launching trade cases on behalf of industries that lack the resources or the organization to pursue them.

    The U.S. Department of Commerce will remove Chinese telecommunications equipment maker ZTE Corp from a trade blacklist on Wednesday after the company pleaded guilty to violating sanctions on Iran and agreed to pay nearly $900 million, the agency said in a notice. Removal from the list marks the end of a tense period for ZTE, which faced trade restrictions that could have severed its ties to critical U.S. suppliers. "By acknowledging the mistakes we made, taking responsibility for them ... we are committed to a ZTE that is fully compliant, healthy and trustworthy," said ZTE Chief Executive Zhao Xianming said in an emailed statement.

    China expressed concern on Thursday over revelations in a trove of data released by Wikileaks purporting to show that the CIA can hack all manner of devices, including those made by Chinese companies. Dozens of firms rushed to contain the damage from possible security weak points following the anti-secrecy organisation's revelations, although some said they needed more details of what the U.S. intelligence agency was up to.     China's Ministry of Commerce (MOFCOM) said on Thursday it is opposed to the United States sanctioning Chinese firms under its domestic laws, and that it hoped that country would handle ZTE Corp's $892 million settlement case "appropriately". The comment comes after Chinese telecom equipment maker ZTE earlier this week agreed to plead guilty and pay the record fine to settle charges that it violated U.S. export restrictions to Iran and North Korea. "We hope the U.S. would protect overall Sino-US trade relations, handle this matter appropriately so as to create a favourable atmosphere for the development of stable and healthy bilateral trade ties," the official Xinhua news agency reported commerce ministry spokesman Sun Jiwen as saying.

    ZTE warns of impact of U.S. sanction settlement penalties

    Chinese telecom equipment maker ZTE Corp warned on Tuesday that penalties it expects to incur for allegedly breaking U.S. sanctions against Iran could impact its results. In March, the U.S. government hit ZTE with some of the toughest-ever U.S. export restrictions for the alleged breaches.
