    Technical Assessment: Neutral in the Intermediate-TermWe talked about small caps a few times back in July. After holding key support, they rallied nicely and have outperformed the S&P 500 since May -- albeit by a small margin -- after steadily underperforming the "500" since February 2021. The Russell 2000 (IWM) and S&P SmallCap 600 (SML) peaked in November 2021. IWM broke its bear-market channel last week while the SML is very close. The "2000" has rallied by 18% from its June 16 low, retracing 38.2% of its bear market; the "600" has tacked on 15%, retracing a bit more. On June 16, the IWM was down 32% while the SML was off 26%.
