    A Chinese national pleaded guilty on Tuesday to stealing trade secrets from U.S. petroleum company Phillips 66, where he worked on the research and development of next generation battery technologies, the U.S. Justice Department said. Hongjin Tan, 36, stole information regarding the manufacture of a "research and development downstream energy market product" that is worth more than $1 billion, the department said in a statement. The department identified the company where he worked as Phillips 66 in court documents filed in Oklahoma.

    U.S. oil refiner Phillips 66 said on Wednesday its 2020 capital spending budget could fall as much as 10% below this year's plans, which include $300 million for a West Coast marketing campaign. "Phillips 66 has a consistent, proven strategy to create value for shareholders," Chief Executive Greg Garland said in New York. The 2019 capital budget was boosted in part by $300 million to pay for a retail-fuels joint marketing campaign with an undisclosed partner on the West Coast, executives said.

    Phillips 66 tentatively chartered a supertanker to ship U.S. crude from the U.S. Gulf Coast to South Korea for a record $14 million this week, sources said Thursday, as tanker rates continued to soar after U.S. sanctions on units of Chinese giant COSCO. Phillips 66 provisionally chartered the Very Large Crude Carrier (VLCC) Olympic Laurel for $14 million and is expected to load in mid-November, according to Refinitiv Eikon data. The United States in late September imposed sanctions on two units of China's COSCO, which operates more than 50 supertankers, alleging the units violated U.S. sanctions on Iran.
