    Technical Assessment: Neutral in the Intermediate-TermInvestors got a piece of good news about inflation when the July CPI came in cooler than expected. This is not surprising, as we have been talking about cratering commodity prices for months. The chatter on Wednesday was whether the Federal Reserve will raise the fed funds rate by 50 basis points or 75 in September. Most were looking for 75 before the CPI report. After the report, the S&P 500 rocketed 2.1%, the Nasdaq and the Russell 2000 soared 2.9%, the Nasdaq 100 surged 2.7%, and the S&P MidCap 400 popped 2.5%. It was the highest close since May 4 for the "500," the Nasdaq, and the QQQs, and the highest close for IWM since April 21.
