    President Donald Trump on Tuesday signed an executive order rolling back Barack Obama’s Clean Power Rule, but don’t expect to see major changes at the Tennessee Valley Authority, which has long used coal-powered plants in its energy-production portfolio. USA Today Network - Tennessee explains : The Clean Power rule, which took effect in 2015 but was stayed by the Supreme Court pending the outcome of a legal challenge, required existing power plants to cut harmful emissions compared to 2005 levels. Carbon emissions from TVA’s plants already are more than 30 percent below 2005 levels because of various measures the utility already has taken, TVA spokesman Scott Brooks said.
