The ETBs will be backed by environmental control property, which includes the right to a special, irrevocable, nonbypassable charge, known as Environmental Control Charges (ECCs) from retail electric customers that WEPCO serves in its service territory, which is primarily northern, southeastern, and central Wisconsin.
