China to waive some tariffs for U.S. pork, soybean imports

China is waiving some tariffs on pork and soybean imports from the U.S. These were retaliatory 25% tariffs China had imposed on US soybeans and pork back in July 2018. Is this a sign that both sides are moving closer to a phase one deal? Yahoo Finance's Rick Newman breaks it all down.
