Month over month, the index fell half a percent, though it's still higher than a year ago. Miami, Tampa, Charlotte reporting the highest year over year gains among the 20 cities tracked. Higher mortgage rates have been weighing on housing. The 30-year rate in October was over 7%, though it has since retreated from that high.
