IRS chief on targeting: "Foolish mistakes" were "not an act of partisanship"

Testifying before the House Ways and Means committee, acting IRS commissioner Steven Miller said, "I want to apologize on behalf of the [IRS] for the mistakes we have made," but added that the "foolish" mistakes were driven by a desire to be "more efficient", not by "an act of partisanship."
