News On The Move: Supreme Court allows admin to end census, U.S.-Russian crew launches to ISS

JULIE HYMAN: It's time for "News on the Move." The United States census count will end on October 15 ahead of schedule after the Supreme Court approved a Justice Department request. The ruling paves the way for the Trump administration to potentially exclude unauthorized immigrants from the count, which is used to reallocate congressional seats and electoral college votes in the next decade. Judge Sonia Sotomayor, the lone dissenting vote, wrote, quote, "meeting the deadline at the expense of the accuracy of the census is not a cost worth paying." The Census Bureau is required to deliver preliminary results to the president by December 31st, although there have been delays in the past.

ADAM SHAPIRO: Presidential candidates Joe Biden and Donald Trump will hold competing town halls on different TV networks tomorrow night. Their debate was canceled after Trump tested positive for the coronavirus. He will hold a live town hall in Miami outdoors, and guests will have to wear masks. NBC is going to carry that show. Biden is holding a live town hall in Philadelphia, which will broadcast on ABC. The Biden campaign says it will follow all state health guidelines.

JULIE HYMAN: The historic International Space Station partnership between NASA and the Russian Space Agency is drawing to a close. This morning, a Soyuz rocket launch bound for the ISS represented the last time that NASA will have paid for an American astronaut to fly with Roscosmos. In a few weeks NASA will begin flying its astronauts to the space station aboard SpaceX's Crew Dragon spacecraft.
