Hendersonville housing: 154 apartments proposed for Duncan Hill Road

A conditional rezoning application has been submitted to the city of Hendersonville for the construction of 154 apartments on Duncan Hill Road for which a neighborhood compatibility meeting will be held Dec. 9.

The city requires applicants requesting conditional rezoning to participate in the meetings so that the developer, affected property owners and residents can discuss project details.

Leah Bergman with Lee Ray Bergman LLC has requested to rezone 8.66-acres in the 700 block of Duncan Hill Road near Signal Hill Road from a previous Planned Residential Development Conditional Zoning District (PRD CZD) site plan to her PRD CZD site plan.

Called Duncan Terrace, plans for the project include seven three-story "walkup" apartment buildings with no elevators and a clubhouse, according to the rezoning application. The clubhouse would include a fitness center and swimming pool.

For 10 years following the issuance of the first certificate of occupancy, the property owner will lease 25% of the apartments at rents not to exceed rates established for a household at 80% of the annual area median income for Henderson County at the time the rental application is made, according to the zoning application.

The neighborhood compatibility meeting will be held at 2 p.m. at the City Operations Center, 305 Williams St., and on Zoom.
