They're selling more shares to raise capital. The Rights give current owners the right to buy more shares if they would like at a discount. You don't have to exercise the rights to buy more shares. Because the rights are "transferrable" you can sell the rights on the open market if you don't want to use them and pocket the proceeds from the rights sale. Sometimes companies issue "nontransferrable" rights which also allow you to buy more shares of the company at a discount, but the nontransferrable rights are not "saleable".

Keep in mind that GLQ will be having a "RO" shortly [Rights Offering] and unless you buy the minimum required shares, you will have "dilution in your current value". RO's, for those not aware of RO's, dilute one's value in a security because of the additional shares being added to the security in question. Many income oriented investors who currently do not have shares will buy enough shares to take advantage of the RO [date wise] when "formally" announced and the clarification of the RO becoming better known....
Currently I show some good numb3rs for GLQ with a Report card Grade of 79 [0-100] and a Star Rating of "10" [0-10]. GLQ has a good discount waiting for the RO. Some income investors, dependent on the RO definition by GLQ, will "LOAD UP" their current shares to maximum allowable for one's portfolio....
GLQ pays a "DISTRIBUTION"* [not a dividend] each month and the amount of the distribution to shareholders will vary dependent on the "NAV". In June, GLQ "reduced" their distribution to $0.1126 [$1.3512/Yr] for the month and is currently paying a 10.64% distribution....
*Distributions are composed of Long Term CapGains, Short Term CapGains, Dividends, and ROC [return of capital]....

Reason imho for the divvie cut. When you see the NAV TOTAL RETURN at a negative 5 and the NAV DISTRIBUTION is + 10% that's a dead give away for div instability. Selling began in late November......good luck all

If a investor had a previous position in GLQ, they have done exceedingly well. The Rights Offering ended with a MktPrc of 13.56 and the current MktPrc is currently 14.73 with a NAV of 15.55. The next "test" for GLQ will be in their [possibly new] distribution announcement [against their previous 3-month announcement of $0.1341/Monthly before the RO in April]. Add to this that the current "NAV" is 11.62 with a MktPrc of 10.05 [@ a major discount of +1.16] with a distribution of 13.18%, and with little investor interest of only +0.06....

Currently, looking at my current analysis [single opinion], GLQ has a report card grade of 99 [0-100 rating system] with a current performance star rating of "10" [0-10 rating system], a 13wk star rating of 9.86stars, and a Rf [risk factor to our portfolio's] of +1.149 [0-0.935 rating system]. Add to this that the current "NAV" is now 13.35 from 11.62 [last post] with a MktPrc of 11.50 from 10.05 [with a continuing major discount of +1.16 (Income investors not yet buying)] with a distribution of 11.52% from 13.18%, [MktPrc rising] and with investor interest now building to +0.14....
GLQ pays $0.1104 each monthly with x-div 7/20, 8,20, 9/17 and pays on 7/31, 8/31, 9/30. Time is running out for the 7/20 x-div for anyone with any [analysis] interest....
