The Vickers Top Buyers & Sellers is a daily report that identifies the five companies the largest insider purchase transactions based on the dollar value of the transactions as well as the five companies the largest insider sales transactions based on the dollar value of the transactions.

Was that a case of quarter-end buying by institutions? Over the last 50 minutes of the trading session on Wednesday, the S&P 500 (SPX) took off like a rocket, surging 30 points and finishing 0.9% higher on the day and at another all-time high. But the biggest winners on the day were small-caps, with the Russell 2000 (IWM) surging 2.2% and the S&P 600 (SML) spiking 2.4%. The IWM is breaking out of a more-than two-year base and closed at its highest level since December 2021.

The trading week that ended March 22 featured (yet again) all-time highs, with the weekly winning streak for the S&P 500 (SPX) continuing. The SPX has moved higher in 17 out of 21 weeks, with a 27% gain during that period. The Nasdaq 100 (QQQ) and the Nasdaq are also 17 out of 21, soaring 30%. The S&P 400 prints the same story, with a 29% pop. Index price volatility is almost undetectable, although there has been some decent volatility, both up and down, among individual stocks. We saw one day of strong breadth on Wednesday of that week and one weak day on Friday.

Small- and mid-cap stocks (SMID) have underperformed large-caps over the past 12 months, but may be in a better position to generate market-beating returns going forward. SMID companies tend to focus on domestic markets, so their businesses could be less disrupted by the fallout from global events. As well, the prices of SMID stocks generally are lower than the prices of large-caps. As well, there are long stretches in the record books when SMID stocks have outperformed large-caps. That said, SMID stocks can be risky. The standard deviation for monthly returns was 5.7% for SMID stocks over a 2003-2021 test period, versus 4.3% for large-caps. Still, despite the risks, diversified investors look to have exposure to small- and mid-caps based on the long-term performance record.

Our list this week shines a light on international stocks. We sorted our database for large-cap international stocks valued above $50 billion and with a High or Medium-High Argus rating for Financial Strength. We then sorted further, looking for stocks in the group that are furthest from their 52-week high, suggesting value. Timing matters, of course, and stocks have been on a tear lately. We ran the same list a month ago and note some shifting today. Roche Holding was on our initial list, but we have since downgraded it to a HOLD. Novo Nordisk has had tremendous attention from investors, but was not on our previous list as it was hitting new highs -- and has fallen from those highs in the past few weeks. Here is our current list of Argus large-cap BUY-rated international stocks that seem to offer value.

Monday Tee Up: A Short but Busy Week

In this edition, mining and mining commodities; what's ahead for auto dealers; and an analyst transfer for Arkema; and JD Logistics, Papa John's, and General Mills.

U.S. markets were mixed on Friday morning, but are still on track for gains for the week. On the earnings front, FedEx (FDX) rose 7% on an earnings beat, while Nike (NKE) was down about 7% on a weak outlook. The Dow was down 0.5%, the S&P 500 fell 0.1% and the Nasdaq gained less than 0.1%. Crude oil traded above $80 per barrel, while gold fell $16 to $2169 per ounce.

We don't want to get too excited about the Russell 2000 (IWM $208), but the index is pushing up against key chart resistance once again. IWM is poking its head above prior highs seen in 12/2023, 3/2022, and the January 2022 breakdown level near $207. Since that breakdown over two years ago, IWM has traded in a volatile range, with the bottom down at $160.

Stocks rallied on Thursday, extending yesterday's gains on rate-cut optimism. Turning to stocks, shares of Apple (AAPL) are down after the U.S. Department of Justice filed a lawsuit accusing the company of engineering a monopoly in the smartphone market. Bank stocks are up today as investors are optimistic that the anticipated rate cuts this year will drive more transactions. The S&P 500 is up 0.3%, the Dow is up 0.7%, the Nasdaq is up 0.2%, and the Russell 2000 is up 1.16%.
